Cindy was last seen on Saturday, August 14, 2004. She left her Grandson’s birthday party with her husband, Donald Mathieu, around midnight. She had her purse and she was wearing her pink bathing suit. Witnesses at the party state, Cindy and Donald had been arguing. Cindy was in tears and didn’t want to leave, Donald practically dragged her out of the party.
The next day, Sunday, August 15th, Sarah, Cindy’s daughter called her mother’s home around 3:00 p.m. Donald Mathieu told Sarah, Cindy didn’t feel good and she was taking a nap. Shortly after that, Donald showed up at Sarah’s to pick up their son. Everyone was surprised to see Donald, he rarely was the one who picked up their son.
About 9:00 p.m. Sunday, Sarah called my house to see if I had talked to Cindy. I told her I hadn’t. Donald Mathieu told Sarah, that when he returned home earlier that day, the door was open and Cindy was gone. None of her personal belongings were taken. Her purse, Identification, Credit/Bank cards and her car was still there. The only thing missing was Cindy and her pink bathing suit.
Monday morning around 8:30 a.m., Donald Mathieu phoned my house and asked my daughter if we had talked to Cindy. She told him no and then called me at work. Right away I knew something was wrong and I called Sarah to see if she had talked to Cindy yet? She said no, I told her to call the Police. At the same time Cindy failed to show up for work. Her employer was also concerned and telephoned the Police. Cindy has worked for the City of Anaheim for several years and has never been late or absent without notifying her supervisor.
The Police Investigation
The Police arrived at the apartment, shortly after that the Detective in charge of her case arrived. I remember a officer telling us we were lucky, she is the best in the department. Donald Mathieu wasn’t at the apartment when the police arrived, they obtained entrance and after looking around left. No one knew where Donald was until he showed up at Cindy’s work around 12:00 p.m. The Police were already at her work and questioned him. Donald Mathieu then decided to file a missing person report.
Donald Mathieu told the Police he last saw Cindy after they got home from the Party, she went upstairs and he slept on the couch. He said he never went upstairs until after he returned home after 3:00 p.m. Sunday. He states the door was open and Cindy was gone. Donald Mathieu told the Detective that Cindy has left in the past without telling anyone. Cindy has left before without telling her husband, but she has always told her family and friends where she was. In addition, Cindy has never left her 6 year old son, never failed to go to work and had always taken her clothes, car, personal belongings and her purse.
The Detective in charge felt Cindy had left on her own. Even after practically everyone of Cindy’s family, friends and co-workers told the detective this is totally out of Cindy’s character and that there had been several calls made to the police for domestic violence. The detective made up her mind that Cindy left on her own. After all, she had no reason not to believe Donald Mathieu. How many women leave their home without telling anyone, taking anything and only wearing a bathing suit.
Cindy has never been able to leave Donald Mathieu in the past without him tracking her down with a vengeance. Then when he finds her, he repeatedly calls the place where she was over and over for hours, harassing her and everyone else. Cindy was afraid for her life and she told me “if she ever turned up missing, she didn’t leave on her own and she knew I would not stop until I found out what happened to her.”
A MISSING PERSONS REPORT IS NOT A REPORT OF A CRIME. Just because a persons where abouts are unknown doesn’t mean there has been foul play.
There are no set procedures for missing persons, its up to each department and the detective to determine if there is reason to suspect foul play. Unfortunately, Cindy lived in the City of Anaheim, where the Police department have failed to help her several times. In the past when Cindy has called the police, they didn’t believe her. She told me, they won’t help her. She felt there was no one who would help her.
The detective in charge felt she walked away. She wouldn’t listen to anyone who tried to tell her otherwise. She personally cut me off in the middle of a conversation a week after went missing and to this date she hasn’t returned my call. She has failed to return calls from several people who felt they had relevant information.
In my opinion Cindy is a victim of Social Discrimination by the Anaheim Police Department. I feel if Cindy was a member of the upper middle class, pregnant or was a relative/girlfriend of a public official, the police would be aggressively investigation her disappearance and there would be a lot of publicity.
I have read other missing person cases and have found that missing person cases are routinely ignored. The Seattle Post-Intelligencer special report on how police around the nation fumble missing person reports. In it Gerald Nance an investigator of the National Center for Missing and exploited Children, said land mines in missing person cases are plentiful-but many problems relate to lack of knowledge or indifference.
“It comes down to you as an officer, as a person really, making the wrong decisions that become the reason why a case is not going to be solved,” Nance said. And timing is everything, said Robert Ressler , a former FBI agent and expert on serial killers. When somebody’s missing, you have to make a concerted effort to determine why,” Ressler said. The same mistake is made over and over again, but if (police) don’t get their s———— together within the first 24 hours, it’s usually a lost cause.”
